If developers need to do the most important thing now, then let developers negotiate among themselves or “just figure out the right thing to do” as regards short term plans, instead of master planning. This is the essence of a self-organizing team in Scrum, as regards processing the tasks on the sprint backlog. Keeping top-down formality out of the labor plan allows the team to optimize their own resources so that no team member is ever idle.

If your organization has too many roles, but does not know which to eliminate, then identify roles as Producers, Supporters, or Deadbeats; eliminate the Deadbeats and combine some of the Supporters Scrum's mapping into Lean strives to eliminate the waste of deadbeat roles. Scrum's entire focus is on a team that produces product. Anything that doesn't contribute to product is waste.

The ScrumMaster doesn't let a day go by without starting to address such impediments.

PRODUCERS IN THE MIDDLE
If your developers are somewhat lost, then make sure the producer roles are at the center of the organization. You want the focus of the process to be on the producers, the developers, those who build things that build things that generate revenues. You don't want managers in the middle of the process; that results in wait states and suboptimal scheduling.

The burn-down chart is a good real-time indicator of remaining headroom

There is someone who defends the developer at the enterprise level (in Scrum, the product owner) The team needs a sponsor who can remove obstacles and provide resources. The ScrumMaster is only the "scrounger" who goes looking for these resources when needed; the team needs a patron who helps protect and nourish the Scrum effort, and its product, as a whole.

Reviews and validation are good not only for the sake of the code, but for information exchange as well. It is the team that is committed in Scrum — it isn’t just QA who signs off on it.

You want roles to be well connected, but not to be God roles. Scrum is all about communication. There shouldn't be much hierarchy in an effective team with short communication paths, but everyone should be well-connected.

Move responsibilities around to SHAPE CIRCULATION REALMS If the team is overloaded, or if a person is left idle during a sprint, no team member can say "I won't take that responsibility." If a tester is asked to help the development task, but can't code effectively, he or she can at least get coffee for the team.
